Batman #448 1990

Batman #448, published by DC in June 1990, begins "The Penguin Affair: Pawns." The Penguin manipulates the mechanical genius Harold into creating a device that controls birds. He unleashes avian havoc across Gotham and kidnaps an actress. This issue is notable for an early appearance of Tim Drake, who would become Robin, and the debut of Lark, the Penguin's foxy chauffeur.
